"Work should be done by end of year." That line comes from the September 15 general meeting of the University City Community Association. The UCCA ran it in its October 2026 newsletter as part of an update on the Pure Water pipeline. The same minutes report that paving is complete, traffic striping is almost done, landscaping is nearing completion and the pipes are ready for hydrotesting before they go into use.
For anyone who has driven through the Genesee Avenue and Governor Drive intersection since 2023, that's the most useful sentence printed about the neighborhood this year. It also points to how south University City is coming back this fall. The public pieces returned first: the water and sewer mains, Marcy Park, the University Community Library. The October calendar is built around those places. The one commercial change on Governor Drive so far is a nonprofit thrift store moving into a closed pharmacy.
Two Projects, One Intersection
Most people lump the orange cones along Governor Drive into one project, but they belong to two.

Pure Water is the city's regional recycled-water project. Its alignment through the area follows Genesee Avenue, Nobel Drive, Towne Centre Drive and Executive Drive. It touches Governor Drive only at the Genesee intersection. The city's project page lists a June 2021 start for the overall project and anticipates completion in 2026, which matches the UCCA's year-end estimate.
Improv 1 is the neighborhood's own replacement of aging pipe, and it covers more ground. A city notice dated September 3, 2026, describes about 1.93 miles of new water main and 1.68 miles of new sewer main. It also covers about 5.96 miles of roadway work, plus hydrants, laterals, manholes and ADA curb ramps. The street list reads like a map of the blocks south of Governor: Bragg Street, Curie Place, Stadium Street, Mercer Street, Radcliffe Drive, Syracuse Avenue, Tulane Street, Stresemann Street and more. According to the UCCA minutes, the painted safety markings on the sidewalks will be removed by the contractor at the end of the project. When those markings come off, Improv 1 is done.
The Buildings That Reopened Before the Street Did
While the mains were still going in, two public spaces on this side of Rose Canyon already reopened.
The UCCA's July/August newsletter reported that the University Community Branch Library at 4155 Governor Drive had reopened. The renovation brought new flooring and technology, larger teen and children's areas, exterior lighting and landscaping, and acoustic panels. Marcy Park celebrated its renovation with a ribbon-cutting on the evening of June 20. It now has two new playgrounds, flowering trees and ADA-accessible grounds.
The timing matters for the fall calendar. The renovated library has become the neighborhood's main meeting room. The UCCA's October listings put a preparedness class, the book sale, a helmet giveaway, a visit from an elected official and the seed library all in that building within one month.
October, Run Out of the Library and the Rec Centers
The season opened yesterday. EdUCate!, the University City Foundation for Public Schools, held its Oktoberfest at Standley Park on October 3, with free event shuttles running along Governor Drive. Here's what's still ahead, taken from the UCCA's October save-the-date list:

The October 20 helmet event grew out of e-bike safety concerns raised at the September UCCA meeting. Those concerns covered University City, Clairemont, Pacific Beach and La Jolla. The UCCA is running the event with the San Diego County Bicycle Coalition and Scripps, and the County of San Diego is organizing it. The same minutes report that the Fire Safe Council received a grant from the San Diego Regional Fire Foundation for fire-safety street banners. Those banners will be donated to the UCCA to hang in University City.
Everything on the list comes from a nonprofit, a city recreation center or a volunteer group. The single business on it is a donut shop on a grocery store patio.
What's Moving Into the Old Rite Aid
The one storefront change on Governor Drive this fall comes from a nonprofit. On September 9, the San Diego Union-Tribune reported that a new Goodwill will open in University City in the former Rite Aid space. Goodwill San Diego marketing director Darlene Cossio said it will open before the end of 2026. The old Rite Aid sits at 4077 Governor Drive. No exact opening day or store size has been announced. Goodwill already runs a separate donation center at 4023 Governor Drive.
The same story explains the timing. Goodwill was closing its store in Clairemont's Garfield Shopping Center after the new owner told the nonprofit the property is earmarked for housing. Cossio said Goodwill was still looking for a replacement site in Clairemont. For now, the nearest new Goodwill for both neighborhoods will be on Governor Drive.
Up the Hill, a Different Kind of Fall
The big commercial investment in University City this year is happening at the north end, near Westfield UTC.
Across from the mall, the closed Costa Verde Center is being demolished. The Union-Tribune reported on September 18 that its replacement will be called High Street Village. The developer describes it as a European-style retail street with stores, cafes, boutique wellness businesses and a small market. Cass Street Partners was supposed to present to the planning group in September but pushed it back. The update is now set for near the start of the October 13 University Community Planning Group meeting, which begins at 6 p.m. Anyone who wants to hear the plan firsthand can attend; the meeting is hybrid. The same UCCA minutes say there was no new information on Seritage's plans for the eastern side of the UTC center.
The mall itself picked up two international names this summer. Telefèric Barcelona opened in July at 4489 La Jolla Village Drive, Store 2550. Chef Fei opened its first U.S. restaurant at Westfield UTC in early September, at 4301 La Jolla Village Drive, Suite 2040.
So the two ends of the neighborhood are on different schedules this fall. The UTC area is adding restaurants and planning a new retail street. Governor Drive is finishing its pipe work, with a library and a park already reopened and a Goodwill on the way.
Into December
The UCCA has proposed a new Holiday Lights & Market for Saturday, December 12. As of the October newsletter, it was still looking for planning help and local participants. The planning committee meets Sunday, October 11, at 9 a.m. at Standley Recreation Center. If Pure Water finishes on the year-end schedule the UCCA reported, the first Holiday Lights & Market would land in the same month the pipeline work at Genesee and Governor is due to wrap up.
